Google Voice requires verification from a phone, so scammers trick people into verifying accounts for them. If you are currently talking to a verification code scammer, just block them and move on. If you have fallen for the scam, there are detailed instructions here that you should follow.
My suggestion is make account with any temporary phone number, even on a cheap new sim card prepaid for one month, go to account settings and establish TOTP to your password manager, drop the phone number from your google account.
