The Hough Uprising occurred in the summer of 1966. Hough was selected because the event is considered the most significant urban uprising in Cleveland, in reaction to substandard housing, criminal injustice, and the lack of public accommodation. By 1930 there were 72,000 African Americans in Cleveland. The Central Ave. ghetto consolidated and expanded eastward, as whites moved to outlying sections of the city and rural areas that would later become SUBURBS. Increasing discrimination and violence against Black people kept even middle-class African Americans within the Central-Woodland area.
With an influx of Black migrants from the South during the Second Great Migration, Hough transitioned from a white to a Black community by 1960. White residents left en masse, moving to Cleveland’s west side and newly developed suburbs.
