I use Google Flights and Skyscanner to look for flights. If your dates are flexible, there are options on both where you can select to search for cheapest available. So if you wanted to go to Italy for example, it would show you the cheapest flight that year.
I pretty much use Skyscanner exclusively for flight bookings over the past 4 - 5 years. It's worked out quite nicely, a lot of the time the airline itself has the best deal, so it also covers the safety aspect you mentioned. For hotels I usually use hotels.com because of the free night thing.
I searched on Expedia, Skyscanner, ITA Matrix, STA Travel and individual airline websites. Play around with stopovers (if you're needing them) departure/arrival cities. If the itinerary shows codeshare flights check the flights on both airlines websites.
