  4. Mexico. Travelers can fill out and print the customs declaration ahead of time. They must print a copy and hand it to the authorities on arrival. This applies to all destinations in Mexico except Cancun (CUN), Merida (MID), Mexico City (MEX), Monterrey (MTY), Queretaro (QRO) and San Luis Potosi (SLP).
