2 Φεβ 2022 · Players can send a support request to Valorant customer care in a variety of ways. However, the best way to do this is by submitting a ticket on the official website. To create a ticket, you’ll need to log in to your official Riot Games account that you use to sign in when playing the game.

The reason nobody can submit is because you're supposed to input your region shard but the option is not available. In the source code (Ctrl+U) you can see that the region line is there as a part of the page, but it can't be filled and rejects the ticket submission.
