The Customs and Border Protection (CBP) agency’s Importer Security Filing (ISF) regulation has become commonly known as the 10+2 initiative because it requires importers and vessel-operating carriers to provide trade data (10 elements and two elements each, respectively) for non-bulk cargo shipments arriving into the United States via ocean.

10+2 is an entirely new business process expanding the importer’s sphere of accountability back to the point of stuffing. 10+2 is meant to enhance cargo targeting by requiring additional data elements prior to loading at the foreign port.

For example: Using Season 2 item level numbers, players would become eligible to trade their Whelpling Crests up to Drake Crests when every gear slot had reached item level 411 or higher.
