Female genital mutilation (FGM) (also known as female genital cutting, female genital mutilation/cutting (FGM/C) and female circumcision) is the ritual cutting or removal of some or all of the vulva. The prevalence of FGM varies worldwide, but is majorly present in some countries of Africa, Asia and the Middle East, and within their diasporas.

The type of female circumcision which is permitted in Islam entails cutting piece of the thin skin (prepuce) which is above the clitoris in a manner mentioned by the Prophet ﷺ (لا تنهكي) i.e. without exaggeration.
According to Sayyid Sabiq, the author of Fiqh-us-Sunnah, all hadiths concerning female circumcision are non-authentic. Senior Muslim religious authorities agree that FGM is neither required nor prohibited by Islam. The Quran does not mention FGM or male circumcision.
The scholars of Islam who state that circumcision is a commendable act mainly do so due to a hadeeth in which the Prophet, may the mercy and blessings of God be upon him, said: “Circumcision is Sunnah for men and an honorable thing for women.” (Musnad Ahmad)
This paper considers the religious status of both female and male genital cutting practices within Islam and employs a philosophical argument based on “peer disagreement” to ask whether either practice is necessary (i.e., religiously required) for a devout Muslim to endorse.
