I've been fortunate to be able to fly across the world for free the last few years with this simple strategy (Europe, Asia, Africa). I've always found the biggest limitation/expense for global travel to be the cost of the flights.
Finding cheap flights is more about how early you book, when you plan the trip (be flexible), and how trafficked are the airports (bigger airports are usually cheaper). I like Google Flight + Kayak Map for getting general ideas about what destinations may be cheap when I have no specific destination in mind.
There’s no cheapest website. Flight prices depend on demand, so primarily on dates. So you need to book in advance 2-3 months out and be flexible on dates and times for best prices. Use Google Flights or similar search engines to find cheapest dates and buy direct from the airlines.

While it would be tight, you could try getting some travel miles or get a card with a cashback sign-on bonus. Several cards are low or zero annual fees but could (realistically) take off about $200. I know that's not much, but it does help.
