19 Φεβ 2024 · I am unable to install third-party downloads/programs/apps from any online source and cannot download anything from the app store. Third-party downloads from within my web browser will download but fail when I try to install them.

You will have to create a bootable USB installer and use it to install. https://support.apple.com/HT211683 + https://support.apple.com/HT201372. You will need another Mac for this.
This error is not really about file permissions or anything like that. What it actually means is that httpd has been denied permission to connect to that IP address and port. The most common cause of this is SELinux not permitting httpd to make network connections.
