What is the 3-1-1 liquids rule? Each passenger is limited to one quart-size bag of liquids, gels and aerosols. Common travel items that must comply with the 3-1-1 liquids rule include toothpaste, shampoo, conditioner, mouthwash and lotion.
You may carry duty free liquids in secure, tamper–evident bags, more than 3.4 oz or 100 ml in your carry-on bag if: The duty free liquids were purchased internationally and you are traveling to the United States with a connecting flight.

Passengers are allowed up to one quart-sized bag per person, or roughly nine 3.4-ounce containers in a single quart-sized bag.
