Two-step verification begins with an email address (we recommend two different email addresses, the one you normally use, and one as a backup just in case), a phone number, or any authenticator app. When you sign in on a new device or from a new location, we'll send you a security code to enter on the sign-in page.
Under Security & Privacy > More Security Settings, scroll down and select Create a new app password. Use the newly generated password to log in.
If you're using a personal Microsoft account (such as, alain@outlook.com) with two-factor verification, you can manage your app passwords from the Security basics page. For detailed instructions, see "Using app passwords with apps that don't support two-step verification" in this article.

Getting an App Password for Outlook is required after enabling Two-Step Verification for your Microsoft Account. Use this app password when setting adding your Outlook.com account to Outlook instead of your regular password.

I also read, that for some use cases one now has to use an explicit app-password, but in the case of Outlook only is necessary up until the version 2010. First all worked fine, for 24 to 36 hours.
