In order to update the location, search for anything on Google, scroll down to the bottom of the search results and click on “Use precise location”. This forces Google to refresh your location from the browser (that’s the one we’ve set with Location Guard).

I doubt it's Google that's getting the location wrong, it's more likely that an incorrect location has been stored when the image was taken. Do you have GPS turned on on your phone? If not, your phone will use coarse location which includes WiFi and network location.
