City Council. Biggs is a general law city operating under the California Government Code. Five Council Members are presently elected citywide (at-large) and serve four-year terms. Each Council Member must reside within the city limits. The City Council is the legislative body of Biggs.
Biggs (formerly, Biggs Station) is a city in Butte County, California, United States. The population was 1,707 at the 2010 census, down from 1,793 at the 2000 census. The 2018 population estimate is 1,724.

Contrary to its name, Biggs is a tiny town in Butte County that is home to fewer than two thousand residents. Known for its agricultural roots, Biggs has grown everything from walnuts, to peaches, to alfalfa, to sugar beets, as well as being a center for dairy, rice, and grain farming.
