Apparently, if you go to "Add or Remove Programs" and uninstall "Snip & Sketch", and reboot your computer, it works again. I have a windows 10 (v10.0.19044). I also have Office 365 and normally use the screenshot tool with the keyboard shortcut WIN+SHIFT+S.
