It is recommended that all eligible travellers complete a COVID-19 vaccine series along with any additional recommended doses in Canada before travelling. Evidence shows that vaccines are very effective at preventing severe illness, hospitalization and death from COVID-19.
Saudi Arabia has re-opened its borders for all passengers, whether vaccinated or not. All passengers entering the Kingdom are no longer required to provide a vaccination proof or a negative report of pre-travel COVID-19 test. Quarantine rules are no longer in place as well.

What changes on August 9. Entry to Canada. Allow discretionary (non-essential) travel for fully vaccinated American citizens and permanent residents, currently residing in the U.S., who meet all required criteria. This includes the need to submit information electronically through ArriveCAN.
Return or travel to Canada. For all travellers entering Canada by air, land or marine mode: Proof of COVID-19 vaccination is not required. Pre-board testing is not required. COVID-19 pre-entry and arrival tests are not required. Quarantine after you enter Canada is not required.
First: It is mandatory for citizens wishing to travel outside the Kingdom of Saudi Arabia to take the (third) booster dose of the (Covid-19) vaccine for those who have spent (three) months since receiving the second dose, except for age groups who are less than (16) years old, or groups excluded and as indicated in the (Tawakkalna) app.
