tl;dr: Dell does ship to APO/FPO/DPO, but their system for doing so sucks and they're unable to provide tracking info. I'm posting this because neither Dell's website nor their own support employees know how they ship.
They advised that Dell could ship to APO/FPO, but the system did not support DPO address. This seems odd to me since DPOs are addressed in the exact same way and use the armed forces Europe (AE) as the state.
