If I hit the settings icon and change it to 1080p, it will play at that higher resolution, but, then, the white footer and the progress bar remain on the screen in full screen mode. And, yes, I've tried moving my mouse around to a different spot.

Then you need to tap in the middle of the playing video to show the square icon in lower right to maximize the video to full screen, and then tap that to go full screen. That’s four taps to play a channel full screen.
Refreshing the page & restarting Chrome are both great steps. I'd also recommend going ahead & clearing the cookies and cache out. Just to make sure they're not affecting anything they shouldn't. If the video doesn't do full screen after those steps, definitely submit feedback from the browser.
