^ means "Match the start of the string" (more exactly, the position before the first character in the string, so it does not match an actual character). $ means "Match the end of the string" (the position after the last character in the string).

The next two columns work hand in hand: the "Example" column gives a valid regular expression that uses the element, and the "Sample Match" column presents a text string that could be matched by the regular expression.

You are probably familiar with wildcard notations such as *.txt to find all text files in a file manager. The regex equivalent is ^.*\.txt$.
