Evaluation research is defined as a form of disciplined and systematic inquiry that is carried out to arrive at an assessment or appraisal of an object, program, practice, activity, or system with the purpose of providing information that will be of use in decision making.
What is evaluation research? Evaluation research, also known as program evaluation, refers to research purpose instead of a specific method. Evaluation research is the systematic assessment of the worth or merit of time, money, effort and resources spent in order to achieve a goal.

What Is Evaluation? The definition problem in evaluation has been around for decades (as early as Carter, 1971), and multiple definitions of evaluation have been offered throughout the years (see Table 1 for some examples).
An effective evaluation system includes the following research-based essential principles: Measures educator performance against research-based, proven performance targets associated with the improvement of student performance. Uses multiple ratings to differentiate levels of performance.
