As a rule of thumb, I’d say you can consider the Delta under-seat dimensions to be 18 x 14 x 8 make sure your bag has some squeezability.
Oversized items may not exceed 80 linear inches (203cm) in overall dimensions and are subject to oversized baggage charges beginning at 63 linear inches (158 cm). From December 1st through January 10th, items that exceed 80 linear inches will not be accepted.
