From my knowledge, it's free and can be download off of moddb.com / widderune.wixsite.com for the English translated versions. I do not see Wolf RPG Maker off Steam (except for games made with the engine).

I just realized I can use the Free Trial version without having to pay in advance, in order to see if a certain version is worth it or not before getting the actual full version. I'll definitely sketch the maps, scenes and script of my final game, thanks for the advice!
