This Master Agreement is made between the Department of Veterans Affairs (the Department) and the American Federation of Government Employees (AFGE) National Veterans Affairs Council of Locals (the Union) .
AFGE members have approved a contract that preserves 99% of the 2011 Master Agreement and modernizes Article 23 on promotion. The agreement will take effect after a 30-day VA agency head review process and a signing ceremony later this summer.
The VA and AFGE have reached a tentative master agreement to improve services for Veterans and support VA employees.
The agreement, if ratified, will help VA employees deliver more care and benefits to Veterans and support their retention and hiring. It is part of VA's broader efforts to support bargaining unit employees and execute President Biden's Executive Order on Worker Organizing and Empowerment.
8 Αυγ 2023 · The Department of Veterans Affairs and the American Federation of Government Employees finalized a master collective bargaining agreement in August 2023, updating the terms of their contract for the first time in more than a decade. The new agreement aims to improve hiring, retention and work environment for VA employees and veterans, and to address the challenges of the PACT Act expansion.
Veterans Affairs Council (Council or Union) – collectively known as the Parties – enter into this Master Agreement (Agreement), which constitutes a total and complete agreement on the subjects addressed in the Articles, by and between the Department and Union.
