The best way to see this parkway is from a raft. Go to one of the raft rentals off of Sunrise blvd (take 50, exit Sunrise North). Start out near the rentals under the bridge & end up at Goethe park where they pick up the rafts & have a shuttle that takes you back.
Here's some yelper "Rafting the lower American River" tips: Get in at Hazel or Sunrise, get out at Goethe (2 hrs from Sunrise), Harrington (2.5 hrs), Watt (3.5 hrs), or Howe (4 hrs). Hazel adds 45 minutes. You can even go down to River Park, Sutter's Landing or Discovery but people usually don't.
