Solubility rules. Listed here is a guideline for what ionic compounds are soluble in water. Tier 1: Always soluble. NO3. - C2H3O2. - +, . Tier 2: Insoluble unless paired with a Tier 1 ion. PO4. 3- CO3. 2- O2-CrO4. 2- S2- (except soluble with Ca2+, Sr2+, Ba2+) OH- (except soluble with Ca2+, Sr2+, Ba2+) Tier 3: Soluble with some exceptions.
