Answer. Look for C:\Users\<Username>\AppData\Roaming\Ubisoft\Assassin's Creed\Assassin.ini In that file there should be a line that says "fullscreen=0" or something like that. Change it to 1 and you shouldn't have to do it anymore. That game is quite buggy for PC.

I figured out a solution after messing around with the display settings. For anyone else having this problem all you need to do is go to your search bar, type in “Change Resolution of the display”, go to display resolution and set it to 1280 x 720. Boom full screen mode!
