WV DMV offers a free ATV rider safety awareness course. ATV Safety instructions can also be obtained through the WVU Extension Offices. All ATV operators 18 and under must obtain safety instruction at the local DMV or another approved location to receive an ATV safety card and helmet sticker.
ATV riders ages 8 to 15 must complete a prescribed ATV safety training course and receive an ATV training certificate to ride on lands other than their parents’ or guardian’s property. Safety training classes are given by trained volunteer instructors.

In Pennsylvania, you are required to both title and register an ATV or UTV with the Department of Conservation and Natural Resources unless the ATV or UTV is uses exclusively as a farm or business vehicle. You are also not required to title an ATV that you have owned since before February 12, 1987.
