The Ordinance provides a framework for the Government to exchange views with the banking sector for the further development of the industry.

The 3 continuing members - Hongkong and Shanghai Banking Corporation Limited (The), Standard Chartered Bank (Hong Kong) Limited and Bank of China (Hong Kong) Limited - are the note-issuing banks and will hold office for so long as they continue to be the note-issuing banks in the HKSAR.
As of 2019, there were 164 licensed banks, 17 restricted licence banks and 13 deposit-taking companies in business, constituting a total of 194 authorized institutions. In addition, there are 42 local representative offices of foreign banks in Hong Kong.
The Bank of East Asia Limited, often abbreviated to BEA, is a Hong Kong public banking and financial services company headquartered in Central, Hong Kong. It is currently the largest independent local Hong Kong bank, and one of two remaining family-run Hong Kong banks, with the other being Dah Sing Bank .
