Every infusible weapon in the game has better AR with either a heavy 80 Str/min dex or keen min Str/80 dex build than a 50/50 quality one. When we use the 55/55 spread, you get around 20 or so weapons that are slightly stronger, at the cost of way more stats invested.
My favorite B/B quality scaling weapon is probably the Cross-Naginata as it bleeds (50), attacks quickly, has great reach and a good moveset minus the heavy jumping attack, and of course can safe-poke from behind a shield. It can also be infused with Ashes of War.
