When Britain emerged victorious from the Second World War, the Labour Party under Clement Attlee came to power and created a comprehensive welfare state, with the establishment of the National Health Service giving free healthcare to all British citizens, and other reforms to benefits.
Although the empire achieved its largest territorial extent immediately after the First World War, Britain was no longer the world's preeminent industrial or military power. In the Second World War, Britain's colonies in East Asia and Southeast Asia were occupied by the Empire of Japan.
When World War II broke out in 1939 the dominions made their own declarations of war, separately from Britain. Many parts of the empire contributed troops and resources to the war effort and took a growing independent view. Both wars left Britain weakened and less interested in its empire.
