The current BSA Handbook (13th edition, 2016 publication date) says “The BSA’s official Boy Scout uniform (sometimes called the field uniform)”. It also says “clothing appropriate for the activity of the day”…”is sometimes called an activity uniform.”
Effective Oct. 1, 2013, the official stance on the Boy Scouts of America’s uniform policy is that shirts and blouses are to be worn tucked in, regardless of whether the wearer is a Cub Scout, Scout, Sea Scout, Venturer, or adult Scouter. In the past, guidelines have simply stated the uniform wearer should be neat in appearance.
SOCKS. O cial socks (ankle or crew) are acceptable. SHOES. Shoes should be either leather or canvas and kept neat and clean. INSIGNIA. Proper insignia includes the Council Shoulder Patch or CSP, Shoulder Loops, the World Crest Emblem and Ring, Unit Numerals, Rank Emblem and more.
The uniform, when worn fully and correctly, accomplishes four ideals of Scouting: identification, achievement, personal commitment, and personal equality. Adult leaders who directly serve youth set the example by wearing the uniform properly and are helping to accomplish these four ideals. 15 pts. Attendance.
Is the uniform required at boards of review for Scouts BSA, Venturing and Sea Scouts? No. According to the Guide to Advancement, it’s preferable for the Scout to be in full uniform (or at least in as much of it as he or she owns) and that the uniform be as correct as possible.
