In order to transfer the base year value under Proposition 19, at least one transaction must occur on or after April 1, 2021. Since both transactions occurred prior to this date, you would not be eligible to transfer your base year value under the provisions of Proposition 19.

On November 3, 2020, California voters approved Proposition 19 and its implementing legislation, Senate Bill 539 was enacted on September 30, 2021, providing for intergenerational exclusions and base year value transfers that can result in property tax savings for taxpayers.
Proposition 19’s provisions became operative on February 16, 2021 (for intergenerational transfer exclusions) and April 1, 2021 (for base year value transfers). Effective September 30, 2021, Senate Bill 539 (Stats. 2021, ch. 427) added sections 63.2 and 69.6 to the Revenue and Taxation Code to implement the provisions of Proposition 19.
