I was dressed in smart jeans and a tunic top, certainly not dressed up, but many people dressed more as if they were going to the beach. And yes, I did see guys in flip flops and low slung shorts and jeans with their Calvin Kleins hanging out of the top.
Traveled 30+ minutes by train from Lisbon to view the nice Estoril beach & have a nice beach side lunch. Also planned to gamble at the Casino Estoril. It was a bad decision to wear my (expensive) flip-flops because the nasty old man at the front door turned me away for having "open shoes".
