As of 2011 from the numbers presented from Russia at the UN states that, Russia has over 650,000 children who are registered orphans, 70% of which arrived in the orphanages in the 1990s. Since the late 1990s, Russia has reoriented its child protection system to focus more on prevention of child neglect and orphanhood, as well as family placement of children left without parental care.
The current poverty rate is 13.2 percent, and halving it would mean reducing the current rate to 6.6 percent by 2024. We estimate that average annual growth of 1.5 percent would bring down the poverty rate from 13.2 percent to only 10.7 percent by 2024.
Poor families with children experience poverty rates well above the national average, and are most in need of effective social assistance. Targeted social assistance can play a critical role – in tandem with economic growth – in accelerating poverty reduction, but reforms should not focus only on transfers.
