The Board uses research-based parole guidelines to assess each offender’s likelihood for a successful parole against the risk to society. In deciding whether to revoke parole, the Board uses a graduated sanctions approach. REPORT OVERVIEW. The Texas Board Paroles (Board), of Pardons and. a constitutionally created agency, decides whether to parole eligible ofenders, the terms of parole supervision, and whether to revoke parole if terms are violated. The Board also recommends clemency to the Governor.
The Parole Division supervises offenders released from prison who are serving out their sentences in Texas communities. The division also performs some pre-release functions by investigating the parole plans proposed by inmates and by tracking parole eligible cases and submitting them for timely consideration by the Board of Pardons and Paroles.
The BPP works closely with the Texas Department of Criminal Justice (TDCJ), [2] which has responsibility for housing convicted felons, determining release and parole eligibility dates and supervising offenders on parole or mandatory supervision.

Under Texas’ parole guidelines, as set forth in statute, the Board of Pardons and Paroles is directed during the parole review process to contact the prosecuting attorney, review the person’s criminal record, and evaluate prison disciplinary records.
