SECTION 1. Short Title. This Act shall be known as the “Philippine Clean Air Act of 1999.” SEC. 2. Declaration of Principle. The State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.
Department of Environment and Natural Resources (DENR) – act as overall of the lead agency; prepare a National Air Quality Status Report which shall be used as a basis in formulating the Integrated Air Quality Improvement Framework; issue rules and regulations in the implementation of the Act.
(a) The right to breathe clean air; (b) The right to utilize and enjoy all natural resources according to the principles of sustainable development; (c) The right to participate in the formulation, planning, implementation and monitoring of environmental policies and programs and in the decision-making process;
“Act” refers to Republic Act No. 8749, otherwise known as the “Philippine Clean Air Act of 1999”; “Air pollutant” means any matter found in the atmosphere other than oxygen, nitrogen, water vapor, carbon dioxide, and the inert gases all in their natural or normal concentrations, that
12 Νοε 2022 · Under the law, an owner or operator of a stationary source with an “actual exceedance of any pollution or air quality standards” will pay not more than P100,000 for each day of its violation until it has complied with the standards.
This Act establishes a comprehensive air pollution control policy for the country by preserving and protecting air quality, establishing an air quality management system, prohibiting certain forms of waste disposal, and regulating emissions.
