Consider and imagine can be followed by either (a) a gerund or (b) a noun phrase or pronoun + to -infinitive but with different meanings: I am considering working abroad. (I am thinking of working abroad.) Everybody considers him to be the best person for the job. (Everybody thinks that he is the best person for the job.)
