Among EU countries, the highest shares of graduates from abroad in 2022 in most of the levels of tertiary education were observed in Luxembourg, ranging from 25.2% for bachelor’s degrees to 71.9% for master’s degrees and 89.9% for doctoral degrees. For short-cycle tertiary courses, Malta had the highest share, at 33.8%.
