Prevent the Utility Manager from running. There doesn't seem to be any documented way to disable the Win+U keyboard shortcut short of completely turning the Win key off through the Scancode Map registry value. As a workaround you can override the Utility Manager executable: Log on with an administrator account, and open a command prompt.
