The E-Web on average does 3 more damage than a heavy repeating blaster, and -2 to attack for +3 damage might not be the most attractive trade-off in the world, it's not terrible either, especially on on autofire weapon.

The E-Web was a heavy repeating blaster manufactured by BlasTech Industries. It was one of the most powerful repeating blasters in the Imperial arsenal, and had an optimum range of one-hundred and fifty meters with a maximum range of seven-hundred and fifty meters.
Put it on the back of the GAVw, it loses fixed front and gets heavy cover (transport: open), plus the range advantage from the tank and can fire the heavy blaster every turn without triggering cumbersome.
