When you're in-game, go to Game Options and click the CC star icon under Display Custom Content Dialog at Startup. The popup that shows up should have an option to Enable Custom Content. Back in Game Options, make sure that Catalogs Display Custom Content is also enabled.

To answer your question, default downloads quite often are required to run certain pieces of CC and may overwrite normal Sims 2 content. For example, someone may "improve" textures on a certain countertop and their CC will become the "default" countertop instead of the normal Sims 2 countertops.
I have The Sims 2 Ultimate Collection on a Windows 11 laptop installed. Default Replacements for clothing and hair show up, Build and Buy items show, but just regular CC in CAS doesn't show.. I have the 4GB Patch installed. This puzzles me. Anybody a clue what to do?
So I figured I would compile this list to help others find CC as The Sims 2 is basically unplayable for me without it! For those new to Sims 2 custom content, here is a basic guide on how to mod your game. (I recommend using 7-Zip instead of WinRar as your extraction program, though. 7-Zip is free)
Installing content in The Sims 2. The Sims 2 has a setting which allows you to disable custom content in-game, so please make sure custom content is enabled in your game settings in order to make the downloads show up. Files download as zip files.
