FE9-10 (Gamecube/Wii): Dolphin (you will need a decent PC/Laptop to run these games) FE11-12 (DS): DeSmuME. There's also Citra for the 3DS games, but personally i've never used it since i've got all the 3DS games in physical.
Officially and Legally, the only one you can play is Fire Emblem Heroes, which is a mobile game but can easily use an emulator like BlueStacks. Other than that you might need find some emulators

Fire Emblem: Radiant Dawn is capable of using both GameCube controllers and Wii Remotes. If a physical controller is set to emulate both a GameCube Controller and a Wii Remote concurrently, it will operate both devices at the same time.
