If you have to ask if it's a scheme or scam, it probably is. There are no easy, legal ways to magically become a millionaire from scratch (minus getting lucky with the lottery or inheritance).

It's definitely not a scam! You have to take and pass a course, then pass the State exam, be fingerprinted by the FBI, and get a license in order to offer those services. The commissions are paid by the insurance companies and you may or may not build your own agency.
