As far as I can tell, I have two options: -Go Adamant and be outsped by everything. -Go Careful for Sp Defense and try to make it hit as hard as possible. My best idea is Careful with like, Wish, Flare Blitz, Facade and Superpower with a Toxic Orb. Plus, it'll have Guts for an ability.
I went for a mostly offensive team because Flareon had an offensive set, and did my best to have an even split between physical and special attackers. I also specifically looked for Pokémon that had good support moves that could support Flareon: Revival Blessing, Healing Wish, and Wish.
It's a physical attacker but has mediocre Defense and low speed, and until more recent generations had no heavy hitting fire type moves to really take advantage of. Gen 1-3, Fire attacks were all Special attacks, then the best it got was a 65 base power Fire Fang.

It can run a mixed set with a very potent Double-Edge to lure in and chunk bulky Water-types and Quick Attack to pick off weakened foes like Pikachu and Huntail.
