CDRomance isn't a site included in the megathread, but it's known as a source of a variety of older games, including prepatched ROMs. There's no way of searching by language for all games, but here's a link for a search of all fan-translated games tagged as having French language .
The first games are available for free on Abandonware France. However, they are really old games (1998-2004) and the emulator may have framerate problems. The creator of There Is No Game is French, but only his subtitles are translated.

Skidrow has pulled through a few times, but mostly it's an endless string of redirects or dead links. Often they don't have the games I'm looking for.
