I had the same issue and the following worked for me: I checked all the "Microsoft Visual C++..." under "Apps" and choosed "Repair" where it was available. I restarted my computer and then the installation went just fine.
Go into the RSI Launcher folder, right click the launcher and run in admin mode. Now you should be able to download and install the game without the error message. As I said, having to re-download everything is annoying, so use as last resort.
Been trying to install GTA V for the past few days, every time I try to launch the Rockstar Launcher it says "failed to load due to incomplete installation". I've tried: Disabling Firewall.
