This replacement BIOS was (from what I can gather) made originally by the VisualBoyAdvance-M folks, later modified by Normmatt. The files were extracted from the ReGBA emulator as explained in a GBAtemp forum comment of that being the source of the one in their downloads page.

Download a recent development build or the last stable release. Upon loading a ROM for the first time you will be prompted to assign the Game Boy Advance BIOS file. You can dump it from a real console (accurate) or use an unofficial BIOS (less accurate).
