I would start with Magnet Man, the buster does 2hp per hit on him. Then Hard Man->Top Man->Shadow Man->Spark Man. After that you kind of hit a wall because there's actually two weakness loops in this game. Do Snake Man 6th and you can beat him fairly easy with Shadow Blades. Then Gemini Man and finally Needle Man. This is definitely a good route.
