Players can bring him 15 coins or four balls of wool to make a rope. During The Fremennik Isles , the player finds out that actually Ned gets the ropes from Neitiznot and returns balls of wool to them, so Ned doesn't actually make the ropes by himself.
It can be obtained by purchasing at a shop, crafted by Ned in exchange for 4 balls of wool, or by a player spinning yak hair on a spinning wheel. The best store to buy rope, without requirements, is at Ned's shop in Draynor Village. However, you can get a full inventory of rope for free from the Tempoross minigame in the ropes container.

Ned is an old sailor who can make Rope for you if you bring him 4 Balls of wool and pay him 15gp, although you'll find out during The Fremennik Isles that he buys it from Jofridr Mordstatter rather than making it himself and will bribe you with a free length of rope to keep his secret.
