Typically a failed cylinder will let the chair go to its lowest position, then fail to rise. lf you've tightened the set screw to the point where its top matches the height of the actuator level just above the cylinder, in all likelihood the set screw is making contact with the pin/button on top of the cylinder (and the cylinder quit working).

If your bolt won’t tighten completely, you likely have a Size A chair.
