OSFA has demonstrated an extended knowledge about higher education in Armenia and was able to provide its own analysis and answers to address this situation. However, rather than taking for granted its own findings and envisaged solutions, the Foundation invited the CEU Higher Education Observatory to conduct an independent, external review.
